The 2025 Autumn Budget was rather uninspiring – largely because of the doom and gloom predications in the run up to it – and it being leaked in full before Chancellor Rachel Reeves had even stood up to deliver it in the House of Commons!

The Chancellor admits the Budget will mean working people will have to 'contribute a bit more' - but denies breaking a manifesto pledge.

This year’s budget had a significantly different flavour to last year’s. The theme of the Autumn 2024 Budget was large increases in spending punctuated by smaller increases in taxes - this year it was revenue-raisers. The Chancellor’s lack of room to increase borrowing meant a more sombre background to this Budget.

While we were initially believed we would see increases in income tax rates, the Chancellor opted for a piecemeal approach. Thresholds for personal taxes have been frozen yet again, which brings more people into higher rates of tax. Other smaller tax rises include higher taxes on property, savings and dividends income; restrictions on salary sacrifice, higher taxes on gambling, a new tax on electric cars and a new high-value surcharge on properties in England.

Set against a continued challenging economic backdrop and worsening forecasts, Tax Partner Colin Hamilton gives a round-up of key business-related announcements from Labour’s second Budget:

  • Freeze on income tax thresholds for a further 3-years. This is a stealth tax, known as a fiscal drag.
  • Electric vehicle 3p per mile levy (self-reporting!).
  • Fuel Duty frozen for a further 5-months.
  • National Insurance exemption on salary sacrifice on pensions more than £2,000 removed from April 2029.
  • “Mansion Tax” £2,500 for properties worth more than £2m and £7,500 for properties worth more £5m (sliding scale in between).
  • ISA Allowance still £20,000 but only £12,000 cash element if under 65.
  • Property tax rates to increase by 2% from April 2027 (22% within the basic rate, 42% higher rate and 47% additional rate).
  • Dividend tax to increase by 2% for basic rate band and higher rate band (additional rate band unchanged at 39.35%) 10.75% and 35.75% from April 2026.
  • Capital Allowances restriction to 14% from 18% from April 2026.
  • A new first year allowance at 40% from Jan 2026.
  • A restriction in relief on sales of shares to employee ownership trusts to 50% from 100%.
  • National Minimum Wage increase for 18–21-year-olds from £10 per hour to £10.85. The national Living Wage increases to £12.71 from £12.21 with effect from April.
  • The unused IHT reliefs (business property relief and agricultural property relief) will become transferable between spouses and civil partners.
